The UK Government’s Energy Company Obligation (ECO4) Scheme Explained
Overview:
ECO4 stands for Energy Company Obligation Phase 4, which is the latest phase of a government energy efficiency program aimed at reducing carbon emissions, tackling fuel poverty, and improving the energy performance of UK homes.
Running from April 2022 to March 2026, ECO4 requires large energy companies to fund free or subsidised energy-saving measures for low-income and vulnerable households across England, Scotland, and Wales.

Objectives of ECO4:
- Reduce fuel poverty by lowering energy bills for low-income households
- Improve home energy efficiency, especially for homes with poor EPC (Energy Performance Certificate) ratings
- Support the UK’s Net Zero goals by reducing domestic carbon emissions
- Replace or upgrade inefficient heating systems in the least energy-efficient homes
Who Pays for It?
The funding for ECO4 comes from the largest energy suppliers in the UK, who are legally obligated to invest in energy efficiency improvements for eligible households. These suppliers recover the cost over time through energy bills, meaning consumers do not directly pay for the upgrades.
Who Is Eligible?
To qualify for the ECO4 scheme, the following conditions generally apply:
1. Property Type:
- Must be a residential property
- Typically low EPC-rated homes (E, F, or G for private homes, D for social housing)
2. Occupant Status:
- Homeowners
- Private tenants (with landlord consent)
- Landlords (can apply on behalf of qualifying tenants)
3. Benefits-Based Eligibility:
At least one member of the household must be receiving one of the following qualifying benefits:
- Universal Credit
- Income-Based Jobseeker’s Allowance (JSA)
- Income-Related Employment and Support Allowance (ESA)
- Income Support
- Housing Benefit
- Child Tax Credit
- Working Tax Credit
- Pension Credit (Guarantee or Savings Credit)
- Child Benefit (subject to income caps)
4. LA Flex Eligibility:
Even if you don’t receive benefits, you might still qualify through Local Authority Flexible Eligibility (LA Flex). This allows councils to refer low-income households based on:
- Income level
- Health conditions made worse by cold homes
- Vulnerable or elderly residents
- High fuel bills
What Home Improvements Does ECO4 Cover?
ECO4 focuses on whole-house retrofitting, meaning multiple improvements may be made at once to maximize energy efficiency. Covered measures include:
Insulation:
- Loft insulation
- Cavity wall insulation
- External/internal wall insulation
- Underfloor insulation
- Room-in-roof insulation
Heating:
- First Time Central Heating (FTCH) systems
- Air Source Heat Pumps
- Biomass boilers (in limited, off-grid cases)
- High-efficiency gas boilers (limited to specific circumstances)
- Heating controls (smart thermostats, TRVs)
